Our staff is responsible for administering and enforcing the State adopted building, mechanical, plumbing, manufactured home and electrical specialty codes throughout Wasco, Gilliam, Wheeler and Sherman Counties.

The Mid-Columbia Council of Governments assumed the Building Code enforcement from the State Building Codes Division in these areas in July, 2007. Our entire staff and office transferred from BCD to create Mid-Columbia Building Code Services.

Permits are required for most types of construction work.  Please see the FAQ section for a specific discussion on types of permits and when they are required.

The permits and inspections are to verify the work is done correctly and complies with the applicable codes. Plan reviews are done to verify the work will be done correctly, before it is done. Also see the Building Codes Division website Permit Protects www.permitsprotect.info/index.html for information on codes, permits and contractors.

Approval from the local zoning authority is required for new construction or additions prior to submitting to our office. Sanitation approval by the local authority will be required, depending on the type of work. After the application is received and fees paid, the building plans will be reviewed for code conformance. After approval, is given, the permit will be issued and you may begin work. For a more detailed overview of the permit process, see the FAQ on the type of permit you are obtaining.

Plan reviews are done on a first-come, first-served basis. Plan reviews for most single-family applications are processed within two weeks, assuming the application and plans are complete.  Commercial and multi-family application processing time is dependent on the size and complexity of the project.

Inspection requests may be made 24 hrs/day at 541-298-4461. Requests need to be made at least 24 hours before the scheduled time. Due to the extremely large area we serve, inspections are only made in outlying areas once or twice per week. We suggest that you discuss the scheduling with our staff before starting work, to avoid unexpected delays as much as possible. Also, you may see our scheduling calendar to learn when the inspector anticipates being in your area.

Permit fees vary depending on the size and type of occupancy and type of permit requested. Please see our forms/fees page for a complete list of fees.

Additionally, some school districts within our area have implemented their prerogative under SB1036 to charge a construction excise tax for residential and commercial construction. These fees need to be paid to MCBCS at the same time as the building permit fee. The money is then transferred directly to the appropriate school district.
